Solar, Wind, Waste, and Geothermal Power Production Incentives Act of 1990

To amend the Low-Level Radioactive Waste Policy Act to prohibit the siting of low-level radioactive waste disposal facilities in areas with more than 18 inches annual rainfall, and for other purposes.

To amend the Low-Level Radioactive Waste Policy Act to prohibit the disposal of low-level radioactive waste at a site where the Secretary of Energy has expended Federal funds to decontaminate a facility used to store high-level radioactive waste.

To make persons who are nationals of countries that are members of the European Community ineligible to certify products produced outside the United States for compliance with energy conservation requirements prescribed under the Energy Policy and Conservation Act, until the Secretary of Commerce certifies that the European Community is setting product standards and requirements in an open and fair manner and has established equitable rules for testing and certifying products for compliance with product standards and requirements.

To provide for a short-term extension of the Strategic Petroleum Reserve, and for other purposes.

To extend the deadlines under the Federal Power Act applicable to the construction of a hydroelectric project in the State of New York.

To prohibit the construction of a proposed natural gas pipeline in the Wasatch Variation Corridor, and for other purposes.

To amend the Low-Level Radioactive Waste Policy Act to prohibit the location of a low-level radioactive waste disposal facility within 100 miles of any of the Great Lakes.

To extend the deadlines under the Federal Power Act applicable to the construction of a hydroelectric project in the State of Washington.

To amend the Low-Level Radioactive Waste Policy Act to prescribe that States which are not members of regional compacts for the disposal of nuclear waste may not locate regional disposal facilities within 60 miles of an international border.

To extend the Federal Energy Regulatory Commission License No. 2761 for construction of the South Fork American River Project, El Dorado County, California.

To clarify the exemptive authority of the Securities and Exchange Commission.

To require additional testing of hazardous liquid pipeline facilities and additional training of operators of such pipeline facilities to reduce the danger of spills, and for other purposes.

To amend the Energy Policy and Conservation Act with respect to the Strategic Petroleum Reserve.

To amend the Energy Policy and Conservation Act with respect to the Strategic Petroleum Reserve.

To amend the Public Utility Regulatory Policies Act of 1978 to terminate the application of section 210 of that Act to hydroelectric power facilities.

To amend the Department of Energy Organization Act to establish the position of Assistant Secretary for Natural Gas, and for other purposes.

Prohibiting the use of certain expedited procedures in the consideration of applications for the construction of certain natural gas pipelines.

State Energy Efficiency Programs Improvement Act of 1990

To amend the Low-Level Radioactive Waste Policy Act to prescribe that States which are not members of regional compacts for the disposal of nuclear waste may not locate regional disposal facilities within 60 miles of the border with Mexico.

Expressing the sense of the House regarding the inclusion of certain air pollution control strategies in amending the Clean Air Act.

Relating to gasoline price increases following the Exxon Valdez oil spill.

Expressing the sense of the House regarding the critical need to include the use of alternative fuels such as ethanol, produced from our abundant stocks of surplus grain, methanol, which can be produced from our vast coal reserves, and compressed natural gas which can be produced from abundant gas reserves in air pollution control strategies required by the Federal Environmental Protection Agency to achieve compliance with the Clean Air Act.

A bill to amend the Petroleum Marketing Practices Act to strengthen the enforcement of requirements regarding the labeling of the octane rating of gasoline.

A bill to permit changes in the maximum lawful price for the sale of the old Outer Continental Shelf natural gas.
