To amend the Atomic Energy Act of 1954 to prohibit the disposal of non-byproduct material at certain mill tailings disposal sites and to amend the Federal Land Policy and Management Act of 1976 to restrict for purposes of environmental protection land conveyed under the authority of that Act, and for other purposes.

To amend the Omnibus Budget Reconciliation Act of 1990 to exempt certain research and educational licensees from annual charges.

To amend the Atomic Energy Act of 1954 to prohibit the disposal of non-byproduct material at certain mill tailings disposal sites, and for other purposes.

To direct the Secretary of Energy to enter into an arrangement with the National Academy of Sciences to conduct a study of the effects on human health of exposure to extremely low frequency electric and magnetic fields.

To provide that existing facilities located on a certain segment of the St. Joseph River in Branch County, Michigan, are not required to be licensed by the Federal Energy Regulatory Commission under part 1 of the Federal Power Act.

To amend the Public Utility Holding Company Act of 1935 to permit registered companies and their subsidiaries to engage in energy conservation and load management services, and for other purposes.

To amend the Federal Power Act to modify the jurisdiction of the Federal Energy Regulatory Commission under part 1 of the Act with regard to fresh waters in the State of Hawaii.

To amend the Federal Power Act to provide a definition of the term "fishway".

To amend the Natural Gas Act to permit the development of coalbed methane gas in areas where its development has been impeded or made impossible by uncertainty and litigation over ownership rights, and for other purposes.

To streamline the environmental process for natural gas pipelines.

To authorize extensions of time limitations in certain FERC-issued licenses.

To require that any natural gas rate increase be subject to a determination by the Federal Energy Regulatory Commission as to whether it is just and reasonable, and for other purposes.

To amend the Energy Policy and Conservation Act with respect to the Strategic Petroleum Reserve.

To authorize private sector participation in designing, constructing, owning, and operating facilities to provide supplies, equipment, materials or services to support Department of Energy Waste Cleanup and modernization missions.

To amend the Department of Energy Organization Act to prohibit Department of Energy contractors from taking retaliatory personnel actions against any employee who discloses information which the employee reasonably believes evidences a violation of Federal law relating to the contract.

To establish a comprehensive energy conservation program.

To amend the Department of Energy Organization Act to establish the position of Assistant Secretary for Natural Gas, and for other purposes.

To amend the Low-Level Radioactive Waste Policy Act to prohibit the disposal of low-level radioactive waste at a site where the Secretary of Energy has expended Federal funds to decontaminate a facility used to store high-level radioactive waste.

To provide additional authority to draw down the Strategic Petroleum Reserve.

To amend the Federal Power Act.

To require the President to submit a National Energy Policy Plan, together with implementing legislation, to the Congress by March 31, 1991, and biennially thereafter through 1999, that will provide for energy self-sufficiency for the United States by the year 2000.

To amend the Petroleum Marketing Practices Act to provide consumers with additional information concerning the octane rating of gasoline.

To require the President to make an annual report on the National Energy and Environmental Strategy of the United States to Congress.

To eliminate the requirements for certain refunds or penalties under the Natural Gas Policy Act of 1978.

Expressing the sense of the House of Representatives that the United States implement promptly the recommendations the National Academy of Sciences issued in its report "Policy Implications of Greenhouse Warming".

Expressing the sense of the House of Representatives regarding the United States policy on carbon dioxide emissions.

Expressing the sense of the House of Representatives regarding the United States policy on carbon dioxide emissions.

Expressing the sense of the Congress that the President should prepare and submit a proposed National Energy Policy Plan before December 31, 1990.

Expressing the sense of the Congress of the desirability of promoting energy efficiency and conservation, setting energy efficiency and conservation goals for the United State, and calling an energy summit.

To provide equity in the Pacific Northwest in the event of the loss of a regional electric generating resource through a state initiative.
