To transfer the currently terminated FERC licenses for Projects numbered 10822 and 10823 and reinstate them to the Town of Canton, Connecticut, and for other purposes.

To repeal section 216 of the Federal Power Act (as added by the Energy Policy Act of 2005) providing for the use of eminent domain authority for the construction of certain electric power lines, and for other purposes.

To provide incentives for the use of hydrogen fuel, and for other purposes.

To increase the renewable fuel content of gasoline sold in the United States by the year 2025 to 25 billion gallons, and for other purposes.

To expand the Strategic Petroleum Reserve to include alternative fuels, and for other purposes.

To require higher standards of automobile fuel efficiency with the goal of reducing the amount of oil used for fuel by automobiles in the United States by 10 percent beginning in 2017, and for other purposes.

Expressing the sense of the House of Representatives that any comprehensive plan to reform our national energy policy must promote the expanded use of renewable and alternative energy sources; increase our domestic refining capacity; promote conservation and increased energy efficiency; expand research and development, including domestic exploration; and, enhance consumer education.
