Recognizing the disparate impact of climate change on women and the efforts of women globally to address climate change.

Disapproving a rule submitted by the Administrator of the Environmental Protection Agency relating to endangerment and cause or contribute findings for greenhouse gases under section 202(a) of the Clean Air Act.

To amend the Clean Air Act relating to greenhouse gases, and for other purposes.

To prohibit the Environmental Protection Agency from obligating any amounts for the regulation of emissions of carbon dioxide.

To amend the Internal Revenue Code of 1986 to allow an investment credit for property used to fabricate solar energy property, and for other purposes.

To authorize the Secretary of Energy to pay affected participants under a pension plan referred to in the USEC Privatization Act for benefit increases not received.

To authorize the Secretary of Energy to provide credit support to enhance the availability of private financing for clean energy technology deployment.

To make certain adjustments to the price analysis of propane prepared by the Secretary of Commerce.

To direct the Environmental Protection Agency to establish a product carbon disclosure program to facilitate carbon content labeling, and for other purposes.

To amend the Clean Air Act to include algae-based biofuel in the renewable fuel program and amend the Internal Revenue Code of 1986 to include algae-based biofuel in the cellulosic biofuel producer credit.

To extend the program to provide grants for specified energy property in lieu of tax credits.

To restrict certain exports of electronic waste.

To amend the Energy Policy Act of 2005 to include American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the Virgin Islands in certain efforts to reduce diesel emissions.

To require the Secretary of Energy to assemble a team of technical, policy, and financial experts to address the energy needs of the insular areas of the United States and the Freely Associated States through the development of action plans aimed at reducing reliance on imported fossil fuels and increasing use of indigenous clean-energy resources, and for other purposes.

To use tradable greenhouse gas emission allowances under the American Clean Energy and Security Act of 2009 to provide assistance to residential and commercial consumers of home heating oil and propane in reducing the effective costs of such fuels through State programs to deliver cost-effective efficiency programs and other consumer assistance.

To amend section 211(o) of the Clean Air Act to change the definition of renewable biomass in the renewable fuel program, and for other purposes.

To require electric utilities to notify electric consumers of the cost of emission allowances associated with the electricity delivered to such consumers, and for other purposes.

To amend the Clean Air Act to permit the Administrator of the Environmental Protection Agency to waive the lifecycle greenhouse gas emission reduction requirements for renewable fuel production, and for other purposes.

To increase the amount of direct loans that may be provided by the Secretary of Energy to improve facilities for advanced technology vehicles manufacturing.

To amend the Act of August 21, 1957, to allocate funds from certain electric power sales from the Niagara Power Project in New York to capital needs of Western New York, and for other purposes.

To instruct the Secretary of Energy to carry out a study on the use of thorium-fueled nuclear reactors.

To require the Nuclear Regulatory Commission to retain and redistribute certain amounts collected as fines.

To require the Federal Energy Regulatory Commission to hold at least 1 public hearing before issuance of a permit affecting public or private land use in a locality.

To amend the Safe Drinking Water Act to increase the percentage of State revolving loan funds reserved for American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the Virgin Islands.

To provide for the establishment of an Offsets Integrity Advisory Board, and for other purposes.

To establish a Best-in-Class Appliances Deployment Program.

To establish a program to deploy and integrate plug-in electric drive vehicles in multiple regions.

To establish the Green Bank to assist in the financing of qualified clean energy projects and qualified energy efficiency projects.

To prohibit any Federal agency or official, in carrying out any Act or program to reduce the effects of greenhouse gas emissions on climate change, from imposing a fee or tax on gaseous emissions emitted directly by livestock.

To require advertising for any automobile model to display information regarding the fuel consumption and fuel cost for that model, and for other purposes.

To provide for a green building certification program as part of the Energy Star program.

To amend the Clean Air Act to provide that greenhouse gases are not subject to the Act, and for other purposes.

To provide for the security of critical energy infrastructure.

Urging the Administrator of the Environmental Protection Agency to reevaluate the endangerment and cause or contribute findings regarding greenhouse gases signed on December 7, 2009.

Expressing the sense of the House of Representatives that the United States should adopt a target of 350 parts per million of atmospheric carbon dioxide by which to evaluate domestic and international climate change policies, and for other purposes.

Expressing the support of the House of Representatives regarding the merits and benefits of the Laundry Environmental Stewardship Program (ESP) program, which improves the environment through textile services industry wide conservation of water and energy, reducing pollutants, and using safer surfactants.

Encouraging energy efficient and environment-friendly building and facility certification programs to incorporate the use of mechanical insulation as part of their standards and ratings system.

Recognizing that the climate system of the Earth is warming and that most of the increase in global average temperatures is very likely due to the observed increase in human greenhouse gas emissions.

Expressing the sense of the House of Representatives that any comprehensive plan to reform our national energy policy must promote the expanded use of renewable and alternative energy sources; increase our domestic refining capacity; promote conservation and increased energy efficiency; expand research and development, including domestic exploration; and, enhance consumer education.

Expressing the sense of the Congress that the 110th Congress should not adjourn until comprehensive energy legislation has been enacted.

Expressing the support of Congress for enhancing energy independence through the usage of existing resources and technology.

Expressing the sense of Congress that American oil companies should build additional refining capacity on existing refinery campuses.

Expressing the sense of the Congress that there should be enacted a mandatory national program to slow, stop and reverse emissions of greenhouse gases.

To amend the Clean Air Act to clarify that certain conversions of engines and motor vehicles from conventional fuels to clean alternative fuels will not require additional certifications, and for other purposes.

To amend the Clean Air Act to provide for the waiver of requirements relating to recertification kits for the conversion of vehicles into vehicles powered by natural gas or liquefied petroleum gas.
