To authorize the establishment of a Center for Plant Disease Control in the Department of Agriculture.

To amend the Packers and Stockyards Act, 1921, to prohibit livestock packers from owning or feeding livestock intended for slaughter for more than 14 days before such slaughter.

Sudden Oak Death Syndrome Control Act of 2002

A concurrent resolution expressing the sense of Congress that the Humane Methods of Slaughter Act of 1958 should be fully enforced so as to prevent needless suffering of animals.

Expressing the sense of the Congress regarding the link between violence against animals and violence against humans and urging greater emphasis upon identifying and treating individuals who are guilty of violence against animals, which is a crime in its own right in all 50 States, in order to prevent violence against humans and urging research to increase understanding of the connection between cruelty to animals and violence against humans.

Expressing the sense of the Congress regarding the actions needed to address the disastrous decline in hog prices for American pork producers and to relieve the wide-spread economic hardship currently being suffered by these producers.

To amend the Wildlife Services Program of the Department of Agriculture to emphasize the use of nonlethal methods of predator control for livestock protection and to target assistance under the program to operators of small farms and ranches through grants, training, and research regarding the use of nonlethal methods to predator control.

To amend the Animal Welfare Act to require humane living conditions for calves raised for the production of veal.

To amend the Agricultural Adjustment Act to allow for the continued dissemination of statistical industry information relating to olive handlers with the consent of those handlers.

To amend the Poultry Products Inspection Act to include pigeons that are distributed in commerce for use as human food.

To extend the milk price support program through 2002 at an increased price support rate.

To require the Secretary of Agriculture to consider the feasibility of basing the basic formula price for milk under Federal milk marketing orders on the costs of production for dairy farmers and the benefits to farmers and consumers of such a pricing approach.

Expressing the sense of the House of Representatives that the Secretary of Agriculture should provide timely assistance to Texas farmers and livestock producers who are experiencing worsening drought conditions.

Expressing the sense of the House of Representatives that the Secretary of Agriculture should establish a temporary emergency minimum milk price that is equitable to all producers nationwide and that provides price relief to economically distressed milk producers.

To repeal the price support programs and related acreage allotment and marketing quota programs for agricultural commodities, to repeal marketing orders issued to regulate the handling of certain agricultural commodities, and to establish a special fund to assist farmers whose annual net income from all sources is less than $30,000.
