To amend the Joint Resolution entitled "Joint Resolution creating the Niagara Falls Bridge Commission and authorizing said Commission and its successors to construct, maintain, and operate a bridge across the Niagara River at or near the city of Niagara Falls, New York", approved June 16, 1938, to authorize the issuance of certain bonds, and for other purposes.

Relating to responsible trade and conservation of tropical forest resources.

To establish that it is the policy of the United States to encourage and support conservation efforts initiated by Brazil to protect the Amazon forest, and that the United States should redouble its efforts to reduce its pollution of the global environment.

Noting the findings of the Commission of Inquiry into aspects of the Forest Industry in Papua New Guinea, and calling for appropriate actions.

To authorize United States participation in the Cascadia Corridor Commission.

To impose a 1-year moratorium on the sale, transfer, or export of antipersonnel landmines abroad, and for other purposes.

To address the Haitian refugee crisis, to express United States support for the restoration of democratic constitutional government in Haiti, to grant temporary protected status to Haitians until such a government is restored, to terminate the migrant interdiction agreement between the United States and Haiti, and to direct the President to establish expanded processing facilities for Haitians seeking refuge.

To request from certain countries information concerning American servicemen and civilians missing in Southeast Asia during the Vietnam conflict and to require the heads of Federal departments and agencies to disclose to Congress information concerning such servicemen and civilians.

Enterprise for the Americas Initiative Act of 1992

To provide for approval of a license for telephone communications between the United States and Vietnam.

To extend scholarship assistance to students from the Andean region.

To express United States policy regarding the restoration of democratic constitutional government in Haiti, to grant temporary protected status to Haitians until such a government is restored, and to terminate the migrant interdiction agreement between the United States and Haiti.

To terminate the military assistance pipeline for El Salvador.

To promote peace and reconciliation in El Salvador.

To provide for the transfer of certain military assistance funds allocated for El Salvador for fiscal year 1992 to the Demobilization and Transition Fund.

Inter-American Scientific Cooperation Act of 1992

To amend the Arms Export Control Act to allow guarantees in connection with commercial sales of defense articles and services to NATO countries, Japan, Australia, New Zealand, and Israel.

To prohibit the entry into the United States of items produced, grown, or manufactured in the people's Republic of China with the use of forced labor.

To encourage liberalization inside the People's Republic of China and Tibet.

To correct the representation and positions on the Environment for the Americas Board.

To amend the International Claims Settlement Act of 1949 to provide for the payment of claims of nationals of the United States against Vietnam.

To provide for the payment by Japan of a percentage of the costs incurred by the United States to carry out operations in the Persian Gulf region that is equal to the percentage of oil imported by Japan from the Middle East in 1990.

To prohibit the export of satellites intended for launch from launch vehicles owned by China.

To make an exception to the United States embargo on trade with Cuba for the export of medicines or medical supplies, instruments, or equipment.

To require that the President negotiate with Japan an agreement whereby Japan reimburses the United States for a portion of the costs the United States incurs in providing a military defense of Japan.

Commending the Ad Hoc Commission of El Salvador upon the completion of its work in compliance with the January 1992 Peace Accords and expressing the confidence of the House of Representatives in President Alfredo Cristiani as he undertakes the actions necessary to implement fully, and in a timely manner the recommendations of the Ad Hoc Commission.

Expressing the sense of the House of Representatives regarding human rights violations against the people of Kashmir, and calling for direct negotiations among Pakistan, India and Kashmir.

Expressing the continuing concern of the House of Representatives about the situation in Burma and its implications for the region.

Expressing the sense of the House of Representatives concerning the Chinese government's harassment of foreign journalists.

Congratulating the people of India on the occasion of the 45th anniversary of their nation's independence.

Condemning the forced repatriation of Vietnamese refugees in Hong Kong.

Expressing the sense of the House of Representatives on the sale of 40 percent of McDonnell Douglas' commercial aircraft division to the Taiwan Aerospace Corporation.

Requesting that Japan should apologize.

Concerning relations between the United States and Burma.

Expressing the sense of the House of Representatives that the President should communicate to the leaders of the Government of the People's Republic of China the concern of the United States for the welfare of Wang Juntao and Chen Ziming and call for the their immediate release from prison.

United States-Hong Kong Policy Act of 1992

A concurrent resolution condemning the involvement of the military regime in Burma, also known as the Union of Myanmar, in the ongoing, horrifying abuses of human rights, the trafficking of illicit drugs, and the mass buildup of military arms for domestic repression.

A concurrent resolution to express the sense of the Congress that Tibet, including those areas incorporated into the Chinese provinces of Sichuan, Yunnan, Gansu, and Qinghai that have historically been a part of Tibet, is an occupied country under established principles of international law whose true representatives are the Dalai Lama and the Tibetan government in exile as recognized by the Tibetan people.
