To amend the Federal Property and Administrative Services Act of 1949 to direct the Administrator of General Services, in negotiating reduced rates for transportation services procured for Federal agencies from common carriers, to ensure that those rates apply to persons acting as agents of Federal agencies while employed by a State.

To prohibit any department, agency, or instrumentality of the Federal Government, or any government-sponsored enterprise, from requiring as a condition of sale of a property that the prospective buyer also buy a property that is contaminated with hazardous waste.
