To prohibit use of appropriated amounts by any Federal agency for services that are not directly related to the official functions of the agency, and for other purposes.

To amend title 31, United States Code, to limit the authority of the President and heads of agencies to prevent the closing of appropriation accounts available for indefinite periods.

Unemployment Compensation Amendments of 1992

To repeal the fee and tax increases contained in the Omnibus Budget Reconciliation Act of 1990.

To amend title 5, United States Code, to provide the Federal employees stationed abroad who qualify for travel and transportation expenses associated with returning to their original place of residence between assignments be afforded the option of traveling elsewhere, so long as the expenses associated therewith are not more than 80 percent of the amount which would otherwise be allowable.

To amend the Congressional Budget and Impoundment Control Act of 1974 and the Balanced Budget and Emergency Deficit Control Act of 1985 to provide for fixed deficit targets to reduce the deficit to zero by the end of fiscal year 2000.

To amend title XVIII of the Social Security Act to limit to $50,000,000 the aggregate amount of budget-neutrality adjustments in payments to urban hospitals for the operating costs of inpatient hospital services under the medicare program during fiscal year 1993 that are required as a result of decisions of the Medicare Geographic Classification Review Board, and for other purposes.

To revive the authorization of appropriations for the general revenue sharing program for fiscal year 1992.

To direct the Archivist of the United States to make available for public use the records of the Warren Commission.

To require that Government-held information pertaining to the assassination of John F. Kennedy be made available to the general public.

To require that the President transmit to Congress, that the congressional budget Committees report, and that the Congress consider a balanced budget for each fiscal year.

To limit the amounts obligated or expended for fiscal year 1992 for travel expenses for officers and employees of the Federal Government.

Budget Process Reform Act of 1992

To direct the Administrator of General Services to transfer certain personal property of the Mississippi Delta Development Commission to the Lower Mississippi Delta Development Center.

To authorize the conveyance to the Columbia Hospital for Women of certain parcels of land in the District of Columbia, and for other purposes.

To establish the Office of Management and the Office of the Budget.

To develop Federal Government performance standards and goals plans, and for other purposes.

To amend section 552a of title 5, United States Code, relating to prohibitions on disclosure of information maintained by agencies about individuals, to prohibit disclosure of that information by the Congress.

To establish a Real Property Asset Disposition Council, and for other purposes.

To amend title 5, United States Code, to require disclosure of information by the Congress.

To amend the Congressional Budget Act of 1974 to eliminate the division of discretionary appropriations into 3 categories for purposes of a discretionary spending limit for fiscal years 1992 and 1993, and for other purposes.

To convey certain surplus real property located in the Black Hills National Forest to the Black Hills Workshop and Training Center, and for other purposes.

To amend the Federal Credit Reform Act of 1990 to exempt the disaster loan program of the Small Business Administration from its provisions.

Disaster Victim Assistance Act of 1991

To amend the Office of Federal Procurement Policy Act to provide for the participation of historically Black colleges and universities in federally funded research and development activities.

Federal Property and Administrative Services Authorization Act of 1992

To amend the Balanced Budget and Emergency Deficit Control Act of 1985 to treat the costs of Head Start, child immunization, and the WIC program as emergency funding requirements for purposes of making adjustments to discretionary spending limits.

To amend title 31, United States Code, to provide payments to units of general local government for certain lands acquired from States.

To amend chapter 57 of title 5, United States Code, to provide that reimbursement for certain travel expenses related to relocation of Federal employees shall apply to all stations within the United States.

To provide for a governmentwide comprehensive energy management plan for Federal agencies.

To prohibit the awarding of United States Government contracts to foreign persons that comply with the Arab boycott of Israel.

To authorize the conveyance to the Columbia Hospital for Women of certain parcels of land in the District of Columbia, and for other purposes.

To amend the Congressional Budget Act of 1974 to allow offsetting transfers among discretionary spending categories.

To provide that no State or local government shall be obligated to take any action required by Federal law enacted after the date of the enactment of this Act unless all expenses of such government in taking such action are fully funded by the United States.

Expedited Consideration of Proposed Rescissions Act of 1992

To provide for 2-year Federal budget cycles.

To provide for United States penalties for foreign persons violating the United Nations sanctions against Iraq.

To amend title 5, United States Code, to provide that the Civil Service Retirement and Disability Fund be excluded from the budget of the United States Government.

To amend the Congressional Budget and Impoundment Control Act of 1974 to eliminate the tax expenditure budget, and for other purposes.

To permit certain lands in Merced County, California, to be used for purposes of an elementary school.

To amend the Omnibus Budget Reconciliation Act of 1990 to clarify that the expenses of administering the Old Age, Survivors and Disability Insurance programs are not included in the budget of the United States Government, and to make technical amendments to certain social security program changes made by such act.

Entitled the "Former Presidential Enough Is Enough and Taxpayers Relief Act of 1991".

Energy Policy Act of 1992

To revise and extend the authorization of appropriations for the general revenue sharing program.

To amend the Impoundment Control Act of 1974 to provide that any rescission of budget authority proposed by the President take effect unless specifically disapproved by the adoption of a joint resolution.

To make ineligible for Federal financial assistance any State or local subdivision of a State that the President determines has an official policy of providing sanctuary to members of the Armed Forces who are attempting to avoid performing a military service obligation.

To transfer the personal property of the Lower Mississippi Delta Development Commission to the Lower Mississippi Delta Development Center and to authorize appropriations for the Center.

To repeal the Balanced Budget and Emergency Deficit Control Act of 1985.

To allow an item veto in appropriation Acts for fiscal years 1991, 1992, 1993, 1994, and 1995 by the President to reduce spending to levels necessary to achieve a balanced budget by fiscal year 1995, and to establish select committees on congressional budget and appropriation process reform in the House of Representatives and in the Senate.

To prohibit any department, agency, or instrumentality of the Federal Government, or any government-sponsored enterprise, from requiring as a condition of sale of a property that the prospective buyer also buy a property that is contaminated with hazardous waste.
